PRESS: New Siberian power plants may cost 507 bln rbl
MOSCOW, Dec 5 (PRIME) -- Construction of new power plants in Siberia could cost up to 507 billion rubles in 2028 prices when the plants are to be commissioned, Kommersant business daily reported on Tuesday quoting Energy Ministry calculations.
“The Energy Ministry has prepared the financial parameters of construction of 1.2 gigawatts of the new power generation in Siberia running on natural gas or coal. The maximum level of capital expenditures on construction of the power units with Russian equipment could reach 507 billion rubles in the 2028 prices with the baseline profit margin of the project standing at 12%,” the business daily reported.
An alternative option of using foreign equipment in construction would cost 334 billion rubles with the baseline margin of 10.5%. The maximum operating cost should amount to 397,400 rubles per 1 megawatt of power generation per month, and the maximum power capacity of a single unit should reach 330 megawatts. The deadline for commissioning of the power plants is September 1, 2028, Kommersant reported.
The ministry plans to choose the construction projects for the plants through a tender that should be held at the end of 2023 or at the beginning of 2024. The capacities will be paid by consumers from the European part of Russia, from the Urals Federal District, and from Siberia. An investor will have to build the new power units from scratch or at an existing thermal power plant in the republic of Buryatia, the Zabaikalsky Region, or in the Irkutsk Region, the business daily said.
